Yes, it is a 10x10! the QiYi 10x10 is a 10x10x10 speedcube produced by cube and twisty puzzle manufacturer, QiYi, it performs well and is not too big and may potentially be better than the meilong and probably more durable. If you are looking for a giant cube then this is a great option and great for when some non-cuber asks if your 4x4x4 is a 10x10x10.
